Answer: As of the current release.. NO..

mIRC is now shareware with an expiration date. After a given time, mIRC will require that it be registered to continue to work. This is needed to support the cost of development and the servers involved in the project.

The cost is low and the registraion is a LIFETIME one time cost. Its a great buy!
